During the announcement, AFP journalists heard gunfire ring out in the Gabonese capital, Libreville. While announcing the cancellation of the results one of the soldiers announced the dissolution of "all the institutions of the republic". "We have decided to defend peace by putting an end to the current regime", one of the soldiers said on TV channel Gabon 24, adding that he was speaking on behalf of the "Committee for the Transition and Restoration of Institutions". "To this end, the general elections of 26 August 2023 and the truncated results are cancelled," he added. "All the institutions of the republic are dissolved: the government, the Senate, the National Assembly and the Constitutional Court," he added, announcing the closure of the country's borders "until further notice". Alors que la victoire du président sortant, Ali Bongo, venait d’être annoncée, des soldats ont décrété la « fin du régime », dans la nuit de mardi à mercredi. A Libreville, des premières manifestations de soutien ont eu lieu.

 Il n’a fallu que quelques minutes après l’annonce des résultats officiels consacrant sans surprise la réélection d’Ali Bongo à un troisième mandat pour qu’une dizaine de militaires fassent irruption à la télévision, dans la nuit du mardi 29 au mercredi 30 août, et proclament la dissolution de « toutes les institutions de la République » et la « fin du régime ». Réunis au sein d’un Comité pour la transition et la restauration des institutions (CTRI), ces soldats, issus de différents corps de l’armée gabonaise, ont justifié leur coup de force sur la chaîne Gabon 24, abritée au sein de la présidence, en raison de « la grave crise institutionnelle, politique, économique et sociale » que traverse leur pays.

Dans leur communiqué, lu par l’un des leurs, ces militaires et policiers considèrent que « l’organisation des échéances électorales [tenues le 26 août] n’a pas rempli les conditions d’un scrutin transparent, crédible et inclusif tant espéré par les Gabonaises et les Gabonais. A cela s’ajoute une gouvernance irresponsable, imprévisible, qui se traduit par une dégradation continue de la cohésion sociale, risquant de conduire le pays au chaos ».
